Regulations respecting the Custody of Postage and Revenue Stamps, and Postal and Money Orders.
1. All Postage and Revenue Stamps, and Postal and Money Orders, except a supply sufficient for one month's issue, shall be kept in a Vault having two locks, of which one key will be kept by the Postmaster General and one by the Registrar General.
2. On the arrival in the Colony of Postage or Revenue Stamps, the Bill of Lading will be forwarded by the Colonial Secretary to the Postmaster General or to the Collector of Stamp Revenue, who will arrange to take delivery of the cases.
3. When the cases are to be opened, the Postmaster General or Collector of Stamp Revenue will request the attendance of the Registrar General, who will verify their contents, and will initial the Invoice as certifying that they are correct, and that they have been securely placed in the Vault.
4. The sealed packages of Stamps received from the Crown Agents should not be opened unless to account for an apparent discrepancy. The numbers of sheets as marked on the packets may be taken as correct.
5. On receipt of a supply of Postal Orders or Money Order forms the Postmaster General will similarly have them placed in the Vault, and will forward the papers, initialed as above, for the information of the Audit Office.
6. A Stock-book will be kept by the Audit Office recording each receipt into and issue from the Vault, and the balances remaining.
7. Whenever Stamps, Postal Orders, &c. are wanted, a Requisition will be prepared by the Postmaster General or Collector of Stamp Revenue, and sent to the Registrar General, who will attend, as soon as it can be conveniently arranged, and he will satisfy himself that only the quantities entered have been taken from the Vault, and will initial the Requisition as certifying accordingly.
8. The Requisition receipted by the Postmaster General or Collector of Stamp Revenue will then be forwarded to the Auditor General.
9. Postage and Revenue Stamps are to be obtained simultaneously, and, except under unforeseen circumstances, or on the arrival of an Invoice of Stamps, the Postmaster General will arrange that one opening of the Vault each month shall serve all purposes.
10. The Assistant Registrar General may replace the Registrar General, when the latter Officer is unable to attend.
